Again, it depends on the dub. I prefer Catherine and Digital Devil Saga in English, but Persona 3 is better in Japanese despite a few characters being just as good in English.
But most importantly, it's a Japanese work featuring Japanese characters set in Japan. You as an English speaker would not watch a Russian film dubbed in English, you'd watch it in Russian with English subtitles. People with taste would generally prefer to do the same with videogames.

Voice recording's weird in Japan. Basically, the track is partially property of the recording studio, meaning that the client has free reign of how to use it at home, but the moment you need to use it internationally, everything needs to be renegotiated. That includes relicensing the audio, even if you're part of the parent company that has some rights to it. Because of how backwards and locally minded some Japanese companies are, there might be clauses that outright forbid using the audio internationally at all. This stuff is why Falcom games also have a ton of issues with dual audio, though I've heard that Atlus hasn't had nearly the same resistance that Xseed has had (all of the companies involved with the Trails games' audio sound like nightmares), so there's less of an excuse.

But in DS3's case, it's more about testing the player's skill and people wanted to get their hands on it asap for mostly that reason. If you wanted to experience every area, boss, weapon, etc., you'd have to watch several full playthroughs before playing it yourself, which is downright retarded.
On the other hand, imagine going through 80 hours of P5 when you already know the ending. It literally ruins the entire experience as there's no real value in all that time invested in the game yourself when you know the critical plot points already.

Japanese is almost always better, because Japanese media is made with Japanese actors. Characters are often designed with specific actors in mind, and the game is being created in Japan by Japanese artists.
An American dub is a low-budget localization company that doesn't actually produce anything original taking a bunch of low-budget actors who aren't good enough for high-paying American work, and having them dub over the game cheaply and quickly.

They kind of are, to a certain degree. English and Japanese are too disparate in structure to translate cleanly. Even the most wooden, shittily-written fan translation that clings to an idea of a "literal translation" being possible or good has a good amount lost or added from the original. Despite what /v/ thinks, rewriting isn't inherently evil, and it's basically mandatory to make something that sounds good in English. Even then, though, it's only a good adaptation. It can't capture the same things the original can.
