Hajime's not that different in a lot of aspects but I enjoyed him and his general interactions with others way more than I did with Makoto. Admittedly the lack of a Togami-like figure who shits on you all game probably is a big factor here.

Togami is just a big asshat in general, you really can't blame Makoto when he treat everybody like that. I still find Makoto to be a much better character because he actually has nice subtle character growth throughout the game. He's much more pragmatic and accepting of the terrible things that happen later in the game, and I like his overall optimism to get the group to work together, which eventually leads him as the only one to stop Junko for good.
Hajime is kinda lame because he doesn't get any growth, and just ends up making a bunch of sarcastic quips instead of focusing on helping the group, and he needed Chiaki's help to guide him through the end too.

Makoto is more competent in his own right by the end of the game, yeah. Can't deny that much. I did think his reappearance in DR2 was cool, though I'm still chalking that up to the effects of him being unplayable (similar to Phoenix's unplayable appearances in Dual Destinies)
As pessimistic as Hajime gets at points (and it felt entirely reasonable for him to feel that way, honestly) he came across as a more engaging leader-type figure to me than Makoto did for most of the game. I didn't feel that he just made a bunch of sarcastic quips, he wasn't afraid to speak his mind and bring the group together in general constantly during the game. He just also happened to yell a lot about being rused by Nagito again too.
It is possible that I just have a personal preference for the more pessimistic type of lead character though.
