I think anyone can make a decent level if the tools are already given to them, but it takes a lot of work to teach the player without making them feel like they're being lectured, and forcing the player to master a skill. Look up 3D World/Galaxy level design videos if you ever get the chance. I've always thought about going back to college to get a graduate degree. Problem is though my bachelors degree is in art but I've been working as a programmer for 4 years so if I go back they'll probably only let me get a masters in art, but I'd be completely out of my league. When i first got out of Highschool, i went to college trying to get into the medical field because my entire family told me it was a good paying career.
