There's the bethesda.net site hosting mods, it can be accessed in game but it's pretty buggy at the moment. You CAN alter the load list but they need to work on making it automated which I guess they might do later.

As far as I can tell, you can't torrent them anymore. When Automatron released I went looking for the ESM files like every other Bethesda DLC but all the torrents had their own exes and shit, like standalones, but definitely weren't the full Fallout 4 (only a couple gigs)
