I have questions about SB.
How many fighters are there? I'd assume hundreds of thousands, since it's off Mugen... but I see the same ones often.
Do new fighters get added?
If so, how often?
When the match starts and it says what tier the match is, does that mean both fighters are that tier?

For the tiers, yes they are the same tier level. Not only that, if they keep on losing while in the tier, the character gets dropped a rank. That's why, even tho they are the same tier level, some characters just wrek other characters in the same tier easy.

Don't know the exact number but there are over 7000 characters currently.
A couple of times a year new characters are added in updates.
The fighters are put into different tiers depending on how good they are.
From best to worst:
X>S>A>B>P
P Tier being absolute garbage and X Tier being ridiculously broken or OP.
