Basically you have a time period that cycles through one long spring and one long winter (say, one month in real time, or maybe various servers with various settings), and each player is randomly assinged a role - anything, from a knight to a highborn lord, or a faceless man, shitty roles nobody wants like peasants could be handled by controllable bots. Those who survive and end in position of high power get to pick stronger starting positions next time. Those who die can join white walkers or some shit.

RTS split into factions
The North - lower, weaker units, but cheaper, and more sturdy. Old gods buffs, do better in harsh climates. Lotta loyalty for their hired guns.
Wildlings - piss poor infrastructure and buildings, but strong cheap units. Access to a number of unique units such as giants and Thenn.
The Vale - Strong buildings and they build well in poor terrain, a sort of turtle faction. Good trade, good resource gathering, strong but expensive units.
The Ironborn - Superior naval units and wildly varied. Very poor economy and infastructure, but units receive a passive "raid" bonus where all enemies killed / structures destroyed are converted into resources.
The Westerlands - Best economy and the ability to quickly train up large powerful armies, at a big cost. Exchanges the loyalty of vassals for a strong infrastructure.
The Reach - Second most powerful navy behind the Ironborn, and leads the pack in research. They also posses a strong economy and resource gathering. However units are true "knights of summer" and are expensive, yet weak, and prone to fleeing.
The Stormlands (default) - Powerful buildings and siege mechanics, and very good at guerilla warefare. Below average in other fields, similar drawbacks to the Reach.
The Stormlands (Stannis) - Powerful navy is added to the buffs, however they lose economic infrastructure and resource gathering becomes poor. Access to unique techs thanks to the power of the Lord of Light, and can hire cheap yet reliable mercenaries to bolster ranks.
Dorne - Excel fighting in rough terrain and receive bonuses when on the defensive. Have a large number of unique units and an average economy. Outsider status makes brokering alliances difficulty.
The Dothraki - Similar to the wildlings, but more cavalry based and with even less infrastructure. "Buildings" are mere huts designed to be cheap, yet are easily destroyed. Dothraki units share the "raid" mechanic the Ironborn have. The Dothraki have absolutely no navy.
