Cheat Engine is a legitimate program that hooks into other games, Steams' own client does the same thing. Nvidia's drivers do the same thing. Many, many programs do the same thing.
Detecting Cheat Engine specifically would required some exceptionally heavy and intrusive anti-cheat measures that would piss off a lot of legitimate players.
This is a really bitter thing to do. But I expect nothing else from someone coming from /v/.
