That's not true. There are very few 10 mana minions, so any effect that gives a random 10 mana minion (forbidden shaping and evolve) of which there are a non-negligible number of viable cards, is affected by the faceless behemoth. The 1 mana spell in the OP, on the other hand, is less likely to have an impact on random results both because there are more 1 mana spells than 10 mana creatures and because there are less random cards that give 1 mana spells than give or create 10 mana creatures.
