60fps is objectively better for an action game like Nioh so "action mode". Although it doesn't look amazing either way so maybe they could have just tried to optimize it even a little?

But even in action mode the framerate barely manages 30fps. There is 60fps in very small undetailed areas but as soon as you step into the small village and fight enemies the framerate plummets despite the game looking like Demon's Souls
It's nice to have the option to reduce graphics for better framerate, but it's sad that you still don't get 60fps in doing so
