Early in Japanese pinball's history, it was considered seedy and associated with gambling much like most of the entertainment machines. You spent money on something and got "nothing" back because old Japanese fuckers thought it was SHAMEFUR DISPRAY to do something non-productive for fun. So, culturally pinball got associated with other "seedy" things like gambling.
