I like to try out different characters. It's not like I'm good with any of the ones I play on old games, so it doesn't matter jack shit if I start with blank slate.

XIV is explicitly like a good 3 years after XIII and characters are actually older this time.
Also, the real reason for the differences is that the characters are based on older versions of their characters (which in most cases is ironically older than they are now in terms of age). Kyo's look is based on early KoF games where he was not so muscular. The team thought that he was getting too beefy as time went on so they scaled him back. Ryo is more based on his AoF version which is also much more muscular than he typically is in KoF. They slimmed Ryo down in KoF because he was supposed to be younger. Now that he's running the dojo he's bulked up and is showing people the strength of Kyokugenryu.

The game looks fine, but the reason individual character quality is so low is because there's a fuck-ton of them. If they actually had a low budget, things would be looking even worse (ie the original reveal) or the roster would be much smaller.
I'm just saying, there's no reason to continually excuse EVERYTHING snk does from here on out because "they broke aint got no munny dindu nuffin". They're back in the game, and deserving as much critical examination as anyone else, no more free passes.

But no one is talking about everything SNK does, no one is even talking about things they have done since the buyout, we're talking about KOFXIV which was in production LONG before the buyout happened. During the PSX build, Yasuyuki Oda said that the game was 70% completed. That was like a month after the buyout. You think they had this money BEFORE then? No. They are doing passthroughs and cleaning it up over time but the large majority base of the game was made when they WERE broke.
That's only part of the issue though, also as Oda says the game looks the way it does because the team has no experience with 3D. It's quite literally amateur work. No time to learn, no projects to put in some experience with, no budget, 50 character roster, the game doesn't look super amazing.

That's because it had budget. And that's the reason KoF XIV doesn't excel in the graphics department, because they didn't have much money to spend back when they began development and had to prioritize. Sure, they have money NOW, but by the time that happened the game was over halfway done already.

The build that was originally shown was old as fuck and it was done because they expected backlash over it being 3d, and felt that they could mitigate that more if they release it looking like shit and improve it massively over a short period of time.
