Left side means that you would have to change the hp of the monster by at least 10% for any balancing purpose.
Same goes for player damage scaling.
Unless the game uses decimals, but you may as well just use larger numbers if you're going to use decimals.

I like games that start that low number, and with each progressive enemy of the same type, it ups it by say, 1.01 or something every time, and starts to exponentially scale after you farm a fuck ton of them.
1.01 becomes 1.02 after a certain amount of kills, and eventually it gets to where it doubles whatever the last value was, or triples.

The game on the right will likely use multiplicative buffs (+10%, +15%)
The game on the left will be ideal if it were something like a turn-based strategy rpg, since it will be easier to hold these numbers in your head when making decisions
The game on the right will be ideal for an action rpg where you can make cuh-raaazy builds that optimizes particular damage/stats to get ridiculous numbers
