IX has some of the easiest ways of doing 9999 damage in the series. Steiner can do that using Shock from level 40ish onwards. Freya's Dragon Crest requires some grinding but is fairly easy to max out and Dragon Breath also does it on high HP targets.
Though I don't see why people say Zidane easily does max damage, Thievery requires ungodly amounts of grinding to reach that point.

Because it is. It emphasizes on everything that made FF a great franchise and puts it to perfection(in the relative sense of a PSX videogame). Its still a game though, so it certainly has its shortcomings, but compared to other FF games, it simply exceeds them by a long shot.

No mercy from Amarant is non-elemental high crit chance and easily deals 8k damage if not 9999 each time, plus his chakra is and aura is godsend

The first one is easily solved by endgame gear and abilities. Best damage per turn is limited to Vivi and Eiko during trance anyway since they are the only ones that can hit more than once per turn.
And it's because of the somewhat limited damage per turn that everything has such abysmal amount of HP and filled with status effects and counters. Necron and Ozma are either piss easy or retarded as fuck depending on how much RNG with the status effects they can do decides to fuck your shit up because you can't become immune to everything.
Eiko is vastly superior to garnet.

As for killing Ozma in two rounds, that would require trance Vivi and trance Eiko and that in the guaranteed 4 turns he acts doesn't include Curse, Curaga or Vivi/Eiko being vulnerable to Lv5 Death (which someone preferably is).
Ozma is a huge RNGfest with odds going in his favor the lower level you are. Necron is similar but Necron doesn't have the turn abuse script like Ozma does and his pattern for Grand Cross is fixed.
