It actually made fighting just like 12 guys at once into the most ridiculous, awesome brawl given it's usually a 1v1 focus game. Thanks to limb damage, I went into it already having to swap from a muay thai style to a boxing one because my legs were bordering on broken, and as my stamina wore down and I took a huge beating, I broke my own fucking hand throwing a punch during the fight and had to make due with it. You fight lower level SOLDIER troops in the Shina Tower. They're basically more highly trained grunts. I'm pretty sure they all start off as grunts. Somebody post a screencap.

Those are SOLIDER 3rd class units. Even then, they still look different from the Shinra infantryman. Both wear helmets, but they are styled differently - i.e. infantrymen have those red orbs, SOLIDER lacks those. Those units also have swords.
Also SOLDIER is a different division within the army. Just because you're in the Shinra army doesn't mean you'll eventually end up in SOLDIER.
