Fallout generally lags when physics get blown up and go flying all over the place.
Arkham Knight does not have intractable, physics enabled, world objects that might get jostled and need to figure out how to physics.

It's a pretty simple asset pack. It feels very lazy. Like all the arena, and cages and stuff? You're given the pieces but not really any good way to tie them together, it just feels like "Okay, we have the parts, now everything else is YOUR problem!"
Just pirate it, it's like 50mb and has no anti-piracy measures so it works fine on legit copies too

Bethesda made their own Bethesda.net launcher but to use any mods uploaded to it you have to be logged in and shit. It's basically Steam workshop 2.0. I can't imagine anybody is going to bother using it except to get money from console tards

You can make changes to the game itself by editing numbers in the GECK and save it as an .esp, if you want to actually add content you need to learn how to script or model

Without technical skills you can made minor tweaks.
If you can code, you can do a ton more.
If you can model/texture, you can do a ton more.
If you can do both, then just go make your own game instead.
