Yeah total. It limits you in every way you want to play.
Like only getting 3 bullets at max from a dead enemy even for the 7.62mm assault rifle. Which makes its pretty hard to go on rambo mode.
Hacking is total useless now because several terminals are now skill based so you need skill hacker to master even on the first levels and there is shit like the worms from HR.
Those fucked up new enemys like invisible MJ12 troopers.
