It's shit.
PW is really love or hate for me.
I overall thought it was a good second attempt at the Portable Ops formula and had a LOT of content. The side missions were fun (which is something I missed from MGSV) and the AI Weapons were decent for the most part.I also liked the tape system alongside the story (Which was handled better then V, where the tapes WERE the story). The amount of side weapons you could develop was also pretty vast and great.
However, due to it being on PSP it had a lot of limitations. The visuals were not as good as they should have been (HD fixed a lot of issues the PSP version had, but was still muddy), the AI was pretty bad at times, and stuff like crawling on the ground were taken out which felt limiting. The story also felt very side-story ish until the later segments and was waaaay too corny for a MGS game (Hot Coldman especially). And while I liked the AI Weapons, the normal vehicle bosses were annoying and not that fun. With that said, I do not have a desire to replay it while I do somewhat with MGSV.
Not a bad game at all and for a portable game it is pretty beefy, but there are a lot of other MGS games that are better.

I love it
personally, 3 > pw > 2 > 1 > 4 > V
but objectively 2 > 1 > 3 > pw > 4 > V
It was bad but after V came out people realized it's actually a decent enough game in comparison.
It's like how everyone hated Fallout 3 until Fallout 4 came out and showed how shit a game can be.

Easily one of the top-3 MGS games, ever.

Great game. Amazing handheld game. Better story than 5. Aside from the very few, mandatory vehicle escort bosses, the robot bosses you fight are excellent--gives you reason to use big lethal weapons.
The only downside is that once you get sneaking suit there is no reason to use anything else.
