It's not that it's hard to "code". An actual programmer usually doesn't work on stuff like that. It's difficult to model and animate well so that you don't get a mess with lots of clipping. It's also a feature not a lot of people really care about, so effort is usually spent on other things.

I don't know anything about programming, but I'm guessing that cloth physics and things like that can be coded then applied to anything, so you get lots of impressive physics on stuff without spending much time on it.

Meanwhile, straps and holsters need to be designed specifically for each weapon, and again, most people don't care. The best modeled holster in the world won't be very impressive to most people

I also liked that the Halo shotguns had a different sound for the plastic shell casing hitting the floor compared to the metal from the other weapons.

Nope. In every other MGS guns are floating. In your picture, the gun has no straps, it's floating. Look at this. The top left can be hard to see, but the other ones are more noticeable.
I agree that it's a preset position though, they don't have physics or anything.
