Because it was done in San Andreas, and that was enough, for the average person. Average person only feels safe with average themes and settings.
A game like this wouldn't even have to be about black people in a hood. It could just be about poor people of any colour living in an area they hate but can't separate themselves from. However, it's hard to reconcile that with the power-fantasies of video-games. Such is the industry.
