If anything it's more to MGS3 what 2 was to 1. The entire game can be seen as a reaction to 3 in both gameplay and themes, in the same way 2 was to 1.
An MGS4 for Big Boss would have to be him getting old and worn down in Zanzibar Land before being utterly BTFO by Solid at the end. Like how V was kind of the reverse of 2, this could be the reverse of 4, with Big Boss dying tragically and cynically instead of Snake's heroic ending.

How can a game with the best gameplay be the worst in a series?
As far as the story goes, it's not good, but neither is the story in previous MGS games. At least the twisterino in PP made me chuckle when I reflected on the game and its marketing.
