The framerate of things further away is being reduced to keep the framerate of things up close constant when there's a lot going on instead of reducing all of it uniformly. EDF did this as well.
Of course it'd be preferable to not have a reduction in framerate at all, but apparently it would kill console makers to give them hardware worth half a shit.
