The content has literally no impact on sales, both, censored and uncensored games have proved this for a long time now. But it has a big impact on the western journalists. So to avoid all reviews on the big game journo circle(Kotaku, Polygon, IGN etc.) to be flailing around content they deem questionable in their goal to make video games more progressive by the American campus standard, Jap companies rather self censor their games.
Tbh, its a kind of terrorism though. The western gaming journalism is controlled by a relatively small outlet of websites, most of which exchange writers ever so often. Holding a gun like that to Japanese devs, is utterly ridiculous.
In a way nothing's changed over the years. The bullies from the 90's now play video games as well, due to the mediums popularity. But since they still don't feel comfortable, they try to change the medium to their standard, so they don't have to feel pathetic when doing it. Its really just sad.

Eventually, reviewers will no longer be used. Instead, games will be given to Youtubers, who will do the previewing in extensive ways for a month before release. Better promotion and you can be sure that Youtubers actually play your game.

Their easy games are too easy/shallow even for children, and NoA censors games* aimed toward their core gamers-- even though the censoring hasn't once lowered the ESRB rating. It is blatantly just personal decisions of the localization staff, and those people making those decisions need to be swept and replaced.
I would say it is not at all a stretch to think that NoA's endless fuckups in the past few years along with their atrocious localization teams (8-4 and Treehouse) have hurt Nintendo's overall image immensely.

NoA doesn't use the ESRB when they decide whether they want to censor a game or not as most parents who buy their kids games don't know how it works and many game selling stores don't bother to ask for ID, this is evident by Fatal Frame's censorship. Instead they use difficulty as a factor.
If a game is easy enough that the average child can play through it, it's likely going to receive strong censorship assuming there's anything worth censoring to begin with yet if it's too difficult, it might not receive as much, this is why XCX received very little censorship. Anyone can figure out how to play a game like Fire Emblem because the basic formula of your average rpg is just to level up in order to win

There are two possibilities that I can think of
1. They planned to censor all of the game's lewd outfits and started with the fundoshi but decided to go through with the rest and just left the changes to the fundoshi in
2. The fundoshi is coded differently from the rest of the outfits since male characters could also wear it. The changes were only meant to effect Lin but somewhere along the lines they screwed up with the coding and the changes effected everyone.
