The initial plan was just erasing their memories of their pasts to help rehabilitate them, so HOPE could gestate unhindered.
What Hajime's idea of Future was the hope towards the future tempered by the despair of the past. He wouldn't let either dictate his actions completely.
He wasn't guaranteeing that things would work out. Just that he would consolidate the hope he'd learned from the game with the despair of his previous self, so he didn't have to forget or give up either of those parts going forward. He was ultimately responsible for both.

The issue is that with how things were working out, they wouldn't remember anything from the simulation after graduating, if they didn't follow Junko's plan. The hard shutdown would erase their avatar, making them waking up without remembering their experiences in the simulation, back as the remnants of despair, which is why they start hesitating.
When Hajime starts talking about taking everything and building their future though, then he also starts talking about them somehow remembering their experiences from there in spite of using the shut down function, which basically a groundless hope, but the game pretends that it's something different.
