I might buy Dark Souls III on steam. These are my specs though. Would it even be playable on my PC? What would I need to upgrade the most?
If it does not run at all how likely is it that I can get a refund? How long would that take?

The game requires DX11 compatible hardware, which your 280 does not fill.
If there's no way to force the game to run on DX10 or 9, like you can with many titles, you're out of luck. Otherwise your specs are more than plenty.

It'd get the job done. But at this moment, I'd look up the newer GTX 950; they are around 30% faster, go for even cheaper than 750ti these days, and being sort-of successors to it, some models don't even require external power connectors, meaning they run well even on shitty PSUs.

Seriously, why'd you buy a literal no-gaems system, which is not only going to be obsolete in less than a year, but its releases also cost up to 80$ / piece, with online gaming being behind a monthly pay-wall as well, and no game so far can hold up even 1080p/60fps steadily.

No, you don't get it: there's a NEW version of PS4 coming out, called PS4K, which literally is a stronger version of PS4, rendering the old one obsolete. Tech-wise the 8th gen consoles were outdated already day-1, using old mobile CPUs and low-end GPUs.

Just about every major release is coming on PC these days. When MGS5 was confirmed to come out for Steam, I totally lost all reasons to get PS4, and now even Square's bringing their FF games on PC.

I got MGSV on PS3. It actually looks nice and run well. A lot less shitty than I braced myself for. Managed to sign up for a trial amazon price account and got it for $17 new. What about bloodbourne though? I do want to try that at some point.

I have a nice what used to be top shit rig at 8gig of ram, raedeon 7870hd, and amd fx 6300
and until I put it down to lowest settings it'd kick me back to home screen for too low a frame rate.
a mate of mine had to upgrade his ram from 4 to 8 in order to run the game at all.
Consider the fact that this is a game made for current gen consoles, it'll need a PC better than them to run it.

You can also just turn the aero shit off and keep the Windows 7 theme. You just won't have transparency or window previews in your task bar, which I doubt anyone cares about anyways since most people use multiple displays now.

60fps with drops as new zones load, and sometimes drips to around 40 in super shitty areas.
