DS3 Estus was pretty fair, the shards and bone dust or whatever were hidden well and anverage players or people who didn't explore would probably not have more than 7-8 flasks above +4 by the end of the game. Plus you can actually dial it back and allot some to the blue flask if 15 makes the game too easy for you.

Meanwhile you can easily get 20 of them by killing the weakest boss of DaS1.
