I'm pretty sure the way the Graduation program was set up was that the students had to actually choose to graduate themselves, which means if they're all dead she can't take them over because they can't graduate. I don't know, I would say that the juxtaposition of being trapped in a murder game at a beautiful resort island has some merit to it. It depends on whether you want your interpersonal conflicts to be enhanced by the locale (DR1's oppressive hallways, empty and locked up classrooms, a place kitted out like an apocalyptic shelter) or to be counteracted by it to make the actual conflict stand out more (DR2's happy vacation atmosphere).
The real question is whether it was pulled off well or not, but I wouldn't say that the design itself is a bad choice.

Except that case isn't about the murder, it's about people being unable to reach the obvious solution because they are at each other's throats, thinking the worst of each other and trying to pin it on each other.
