I see what you mean in the video you posted. However, i was watching an ign first video (i think thats where i saw it) where the dev describes how meeting another player would be some huge moment in the game. He goes on to describe how each players procedurally generated area becomes like a lobby of sorts, if a player enters your area they "join your lobby" and are able to see and interact with eachother. Sorry i cant find this video, im on my phone at work, but im about 95% certain he said that during a gameplay demo i saw on youtube.
