Anyone who has extensive experience with comics from Korea and Japan can point out the long list of differences between them. Just because they're both B&W and come from "Asian" countries doesn't make them the same. The cultural differences are quintifiable and appreciable.
RWBY isn't anime, period. It's a slightly better version of American's trying to be anime. Not as cringe-worthy as some early attempts like Marvel Mangaverse but different enough that it doesn't feel like anime because that person isn't part of the same culture.
