Probably. Persona series didn't have a single disappointing game yet. Except maybe 3, but not by much.

Assuming it isn't a broken piece of shit plagued by development issues (which is likely judging by the delays) I expect it to be roughly the same quality as previous Persona games. That is, it will be average at best in most areas but still enjoyable and unique. Definitely won't live up to the eight years of hype. I doubt most aspects of the series will be improved significantly in Persona 5.
most delayed games usually experience production problems and thus result in inconsistencies and errors throughout due to change in staff, legal troubles, shift in philosophy, etc. Persona 5 has a very high chance of being a disappointment (not bad, but not as good as it could have been). so no, it will probably not live up to its hype.
