Voice acting consists of localization team leader's family members which is why it came out so amateurish and like as if zero effort was put into the roles.
I think either the reason was they didn't want to pay people to do the voice acting or they were running short on time for localization.

Oh shit I love this game - I bought it around when it first came out. It was like the superbowl of video games - My roommates would all congregate around the TV each time I beat a stage and made it to cutscenes. Gameplay wasn't terrible, but the cutscenes were all hilarious.

I remember the credits listing a lot of similar last names for the localization after I beat the game, so I think this is right - mostly family members.
I forget which character, but there was like a 6 year old character in the game. That sounded exactly like they brought in someone's 6 year old to speak lines, was great.
