the damage isn't important there, it's about getting the first hit in for your guaranteed double-hit stagger, or interupting enemy attack combo with a hyper-armor ability on weapon. Red halberd and mace has a weapon art that makes you immune to stagger for 1-2 seconds, meaning you will always be able to interupt enemy combo and get your 2 hits in.

Most spears scale better with dex than str, unless you infuse it. Again, they mostly, if not always, get better damage if you go quality build with a refined gem and go both str and dex.

I go Dex/ Luck with dual katanas (or other weapons with bleed) buffed with the bleeding resin so I can proc a bleed in about 2-3 hits, even through a shield. It suits my playstyle more and pressures people a lot, too bad they can just roll through the bleed proc.
I might just try out some spears for invulnerability, wish I could just look it up though.

I've spent the better part of the last week invading Grand Archives and the only suspicious thing I've encountered was a host who completely ignored me (would not be staggered or damaged by my attacks or acknowledge I was even there) but was taking damage from enemies normally, leading to me believe it could have been some insane lag bullshit.
I'm sure it'll be like DaS1 and 2. 99.9% of players you connect with will not be cheating. It's really not that big of an issue, lagswitching on consoles is probably just as prevalent.
