Raiden might be able to dodge the Prime style powerbombs but I can't see him being able to do anything about the Super style which have a drastically larger blast radius and activate virtually instantaneously with Samus at the epicenter
Problem for Raiden is that his biggest strengths are melee related while generally speaking melee is not a place you want to be when facing Samus

How much damage would an HF blade do to Samus? Pirates usually have as a minimum energy blades which I'd rank higher than high frequency and given her upgrades Samus can move casually through massive pools of molten rock or acid like she can through air casually without taking any damage.
Then she has shit like the speed booster and shinespark that vaporizes anyone it touches for long range, power bombs screw attack, and all her beams for close range, shit like the grappling beam. I think it's safe to say if Samus is fully upgraded Raiden stands no chance. So I assume this fight would have to be between base level Samus and fully upgraded Raiden for him to have any chance.
