It definitely deserves a spot among the greatest games, it touches upon many critiques of world systems and values, theories and philosophies. Despite JC supposedly being a monotone player insert character, for most of the game he has a strong attachment to American democracy and the UN, without considering the implications of a one world government, and this actually creates very interesting conversations. The choice between the three endings seems to be the player's answer to all the questions they faced throughout the game.
I also really like this conversation with Carter, it shows that the game does recognize any form of humanism or pacifism from the player's part.
