The funny part is that it actually IS good game design.
It gives you 2 options, states what each one is and gives you differen dialogue for each, etc.
While climbing said stairs you're supposed to feel their frustration and getting tired of running up all those stairs. Watching a cutscene where they quick-cut through all those stairs while the characters get tired and complain would not be the same thing.

How did they manage voices within customizable parties?
For every cutscene there would be a huge number of possible party combinations. Text only is pretty simple and easily configurable, do modern FF games have lots and lots of different cutscenes depending on who's in your current party?
It's a shame to think that the remake will remove all the wacky and charming dialogue and scenes 7 had, replacing it with generic JRPG rubbish.
Choose the stairs, rush in through the front and collect the items there, then exit and go to the stairs.
You can do both and not miss a thing.
