Plays 3DS games and DS games, so you don't need a DS. 3DS games are not emulatable yet, and DS emulation is shaky and weird. XL is you want a bigger screen despite the resolution not matching.
PSP emulation is excellent, no need for PSP.
If you wanted a Vita, you'd have bought one by now. Nearly all of its exclusives are shallow "weebshit." The rest of its library is shitty versions of console games.
PSP Go can emulate tons of shit, including PS1 games near perfectly. Easy to hack and no risk of bricking.
Vita is good but since no homebrew, you're going to have to shell out tons of money to get its games. IMO it's one of the best handhelds I've gotten.
3DS is alright, library is meh but homebrew makes up for it.
DS has a great library compared to the 3DS.

psp library is pretty fuckin weak save a few. persona 3 portable was probably the best game and pales in comparison to regular persona 3.
ds games are the same, pretty much shit but there is at least a few decent ones. psvita library is not great but it has persona 4 golden and a few other decent weeb games. but the vita has no decent exploits except for the psp emulator if you're lucky.
3ds is the best bet because you can play all ds games, and if you get one on an old firmware (easy to do) you can play anything for free with a little work
I have had all of them and played the fuck out of them. I never regret selling my vita.

I fucking know that feel. Sitting in 3.50 (I think) and haven't bothered looking into it anymore. I updated to play soul sac online and still haven't put hardly any time into it....
The PSP is cheap and has the best native selection of games out of those handhelds in my opinion. It's also a halfway decent portable emulation device. It's my top recommendation overall.
The Vita and DS are both fairly good handhelds as well. I don't own a 3DS, though, so I don't know how it compares.

3ds is good if you like Japanese games in general but also has the benefit of being a cheap choice if you hack it
PSP and DS can be emulated on PC/mobile/their respective successors
Personally, I'd say get the Vita and 3ds both used, will cost <$200 and you can hack the 3ds while you wait for sales for Vita games

I think the only handheld that might outmatch it in that regard is the GBA.
