Should I upgrade my GTX 760 to an r9 380x or should I get a 144hz monitor?
I am very poor so it can't be both unfortunately.

Then sure, but make 100% sure you can get consistant over 144fps on those games with your current card otherwise it will look bad. Also get something with low latency.

How many refresh display modes do they tend to have anyways? Anything like the good ol' days of CRTs where you could set any interval of 5 between 50 and 100?

after 60FPS, real motion blur appear and you will loose a huge advantage. that's why rythm games and shit like quake are played mainly on 60FPS. except if you're doing something so fast that you need more than 60 images per second,so if you're a japanese/korean rythm game player, go ahead.
144hz is nice because it feels real, but you'll be loosing a lot of detail in the process, simply because your brain can't process that much images.
