Lonesome Road is essentially just a prolonged combat scenario but it's a decent challange, even at the high level and actually done right unlike O:A and MZ.
Honest Hearts' only redeeming qualities are Joshua Graham and Randall Clarke. The rest of it is complete ass and a real chore to replay.
The only way Point Lookout would get raised is if The Pitt does too, because I think they're about the same in quality with The Pitt have a very slight edge. However I don't think it's as good as Dead Money or Old World Blues.

The Pitt for me should have been the setting for Fallout 3. Totally disconnected from west coast Fallout so it had the chance to explore new features, whilst characteristics from the previous games, like the Brotherhood, are present because it makes sense for them to be there and they are portrayed accurately.
Lookout for me beats it because The Pitt is far too undeveloped. It feels rushed which is a real shame. Lookout had the setting and the decent pacing to be atmospheric and have compelling characters.

Its character dialogue driven, which is a real testament to the quality that Obsidian put into it. It doesn't need to be an on-the-rails shooter like Anchorage to be compelling.
That said, the actual gameplay side to OWB I'd say is the weakest of all the FNV expansions. LR was built around it, HH had the exploration element and DM has your survival build content.

TTW is good considering Fallout 3's tendency to not work on anything Windows Vista and up.
Get ready to big drops in quality between both 3 and NV running side by side though. Luckily there are some nice TTW addons like making the player responses in Fallout 3 more like the Couriers, adding weapon mods and recipes to Capital Wasteland etc

That was my favourite part of OWB (and partially LR). The dialogue and personal quests for the think tank were all leading up to that ending were they rediscover their humanity. Lonesome Road also did a similar think with Ulysses' holotapes and ED-E's recordings that I loved.

I've only ever seen people saying the story's good but you're going to hate it if you don't like the gameplay, which is fair enough considering how different it is from the vanilla game.
The characters were all fucking fantastic though, especially the way they tie into the theme

Well the only story missions are basically fetch quests, all the other ones have at least some character or story motivation (e.g. getting Gabe's bowl, unravelling what happened with Ulysses, Christine and Elijah through audio logs and journal entries, upgrading the sink)
