They are. People just aren't sure if it's going to be a straight "Buy another box" console or one that you can upgrade. The only thing confirmed by people with knowledge of what MS is doing is that is that it's a completely different hardware team making it (The xbone was made by MS China's hardware R&D. The next Xbox is being made by the same team that made Surface 4 and Surfacebook)
