It's because of DX12 and finally hardware being accessible on pc just how consoles have been for years. This allows for ASYNC as well which greatly boosts performance (and pcsx2 and other emus that use dx12 see a 50% or more performance jump).
Furthermore, With DX12 and Vulkan the driver abstraction layer is removed and the developers have full control over the game performance, there will be no need for single title driver update, witch is great news for pc gamers.

I'm not sure if you really understand how big a deal that is, though.
If the emulator is not working properly, the framerate on average will grind to a halt. Loading will take minutes rather than seconds, the game will move at quarter-speed, etc.
To see the game at an average 60FPS, even with major hitching, is a mark of being EXTREMELY close. The hitching is the result of some improperly-emulated background loading process or visual effect that's causing the spikes which the devs will have to isolate and optimize, but it means most of the core architecture is being emulated in a way that is feasible for PC use.

It's not as noticeable as your post made it sound but you can see flickering and hear the audio crackling in and out which means cycles are getting dropped and picked up.
And of course the lighting is clusterfucked.
But the core game-rules/animation/etc, input, and physics logics seem to be emulating nicely. Actually to MY ears it sounds like the audio is fine too, except for the main cycle errors (like if you paused the game the audio would run flawlessly).
The problem seems to me to be visual; lighting shit isn't working right, and it seems like certain effects or streaming logics are relying on hardware architecture that isn't there and isn't being emulated correctly so in those moments there are errors.
