It makes sense that the player would need a way to restore their FP and by making the estus have stronger charges they are able to have enough FP and health drinks.
For the people who didn't use the FP system though, a maxed out estus flask is what, 12, 13 uses at +9? Haven't gotten mine to max charge and potency, but damn if I don't feel any tension even during boss fights.
