Because if you have to ride a motorcycle, one of the most difficult to ride vehicles in the game, while Big Smoke has to kill the guys on the roof. The biggest problem is the fact that you need to be at a specific speed, fast enough for Big Smoke to reach them, slow enough to not hit the train.

There's a sweet spot in which Smoke can actually shoot the guys. You can easily keep up with the train, but be out of that unmarked zone, and lose the mission with no clue as to why Smoke shoots like shit. If you didn't have trouble, you just happened to naturally be in that zone.

Yeah, I think if you just drive on the tracks adjacent to the train, Smoke actually shoots the uppermost edge of the train instead of the enemies, so you would mitigate that by driving slightly to the right of those tracks, and then the mission's easy.
