Sorry, I didn't notice it was down until I already posted it.
Basically it's a ROM editing software that allows you to create your own Mario Party board, complete with creating events, backgrounds, and spaces/star locations. It's right now on Mario Party 1 but the guy says the software for MP2/3 isn't too different so there's a possibility of that later down the road too.
Instead of fucking around with this romhack shit why doesn't someone just make a PC Mario Party game and then have these tools to have mod support?
Like holy shit if you're already going this far just make your own damn game and you'll probably make money on it.

Its great as long as two things happen
1. Nobody tabs out ever. the moment someone tabs out the game desyncs and you pretty much have to start over
2. Everyone has a stable connection. The moment someone drops the game ends and the server crashes.
but if you can get three other people with good connections its pretty great
