I'd say the combat is actually pretty great. I've been playing since the original Gundam Breaker which was already a lot more fun than most games like this, and it only gets better with each iteration. The hits have umph behind them, each weapon type has its own moveset and there's tons of EX attacks to unlock and level up depending on your gear.

The first two games worked fine on PSTV, but while the first game ran great on Vita, the second game had some framerate issues. You can't go wrong either way as the game itself is a blast to play, but you may need to expect some framerate hiccups if you choose to get it on Vita.

Unfortunately no, they're both in Japanese. The first game is a lot more forgiving though since the only thing you won't understand is what modules do and what parts give you what EX attacks, which there are guides for. Everything else is incredibly straightforward and a lot of fun whether you can understand it or not.
The second game adds a few new features and changes how weapons are unlocked, so there's more that you need to figure out which is a little more annoying if you can't understand Japanese. Again though, there's guides out there to help you along. Personally I'd go with the first game as it's just as fun and is probably cheaper now. You'll be missing out on some of the newer features (parts, ex attacks, movesets) but there's a reason it spawned two sequels. It's just a blast to play regardless.

You get one main firearm, but depending on your parts, you can use a whole bunch of different beam cannons, gatlings, etc. There's an aiming mode that gives you more damage, but you can't melee while in it. You can also dual-wield certain kinds of beam rifle.
