Even if you want to ignore the small details that link the two characters, saying that you don't like this theory is basically saying that you want PoDD, and Yumemi, to be completely irrelevant forever. As it is now, PoDD is even more of an odd game out than HRtP, and storywise could be completely ignored. At least this theory gives Yumemi a reason to return someday, and gives new depth to a story that was, to be frank, kind of flat.

Do answer that question, I need to give you a bit of background info first.
Gensokyo is a land that is controlled by youkai, who separated themselves from the outside world hundreds of years ago. Basically, youkai need humans to survive, so there's a treaty in place that protects humans that live in Gensokyo, preventing youkai from killing and eating them.
Youkai still eat humans, but they eat humans from the outside world, nobody from Gensokyo.
Reimu doesn't stop them from doing this because they literally have to do that to survive, and Reimu's roll in Gensokyo isn't simply to keep humans safe, but to keep Gensokyo stable as a whole, even if that means allowing humans from the outside world to get eaten.
