KoF98 is mostly a 2d fundamentals game, it does play like SF games with more movement options and a more offensive focus. It does not play anything like arcsys games.
It's a bit of a stupid comparison because modern fighting games including SF copied a lot from KoF96 and later games. SF2 gets a lot of credit but honestly modern fighters owe more to KoF96 and Darkstalkers
