It's a little of both. The game does take a second to load some far away textures but I'm not sure if I ever saw it look that bad. This is common in most games with overcast and foggy weather, simply because there aren't enough light sources to show off the materials (specular maps, normal maps). A few torches here and there would help that scene make the textures look better.

Modern games can't really afford to pre-render their cutscenes anymore, 7th gen games barely got away with it because 720p video files aren't as big but there were still games like Max Payne 3 where you had a 30GB game that was mostly cutscene storage. Uncharted 3 in 720p took up like 40GB, you really think something as story-heavy as Uncharted can afford to pre-render their cutscenes anymore?
Arkham Knight did it where they hadn't before, I don't see why it's so hard to believe that Uncharted is also doing it.
Games now look almost the same graphically anyway. I mean, you can say that one looks better than the other but most AAA titles look almost identical to each other with maybe a 5% or 10% difference. Not only that but most games run like complete dogshit being on PC or consoles.
Honestly, the artsyle is a much more important factor to make a game look good or at least different than others these days. I can barely see any graphical difference from the PS3 to the PS4. And devs don't make full use of the PC capabilities because almost no one owns a top-tier rig and most PC gamers don't spend their money on AAA.
