Base stats to wield a weapon you like, make it Raw (infusion).
Pump vig/End until comfortable then throw in some Vit for better armour if you want.
If you go with Raw you shouldn't have to worry about pumping str/dex for scaling and should make the levelling/learning process a little easier.

From the lore it seems like he was doing a lot of maneuvering to get the most power possible, including shipping away those with royal connections like Dancer. Not to mention his role in taking over Anor Londo and siccing Aldrich on the place. Sure if you start with the fire gem that is a better choice than raw on a new character.
Not entirely sure why you are making the point about shriving gems. You could ways use raw for the first few areas then strip it and put a scaling infusion on.
Really all I'm trying to say is that for the first few areas, if a new person wanted to focus on vig/end for a little more survivability early on, they could use raw to keep their damage up until they get to a point where they start leveling dex/str and can then switch infusions.
I'm not saying to use raw the whole game or while they are leveling str/dex.
And no, drake sword is never a good choice.
