People not being part of Way of Blue is a part of the problem, but some people have been reporting that they get summoned back to back to assist Way of Blue members constantly, while no one else does. This is because the matchmaking queue system glitches and causes people to go back to the top of the queue after being summoned through concord.
The main problem lies with the matchmaking.
Whoever is closest in SL to a host will get summoned, and there's no cooldown timer for it.
So what ends up happening is that a very tiny minority of darkmoons in an area will get summoned all the time, while everyone else gets zero summons.

The longest was when invaded by the Aldrichs, they wanted to fight one one one so I killed the first kinda fast and the duel with the second took a while until he killed me, but it wasn't more than 5 min.
The other two were really fast, one I dispatched quickly with a couple swings, the other killed me likewise, no more than 2 min each total.

I've got a method to kill them quickly and consistently. Just the first two of course. Oh, and something that really turned things around for me was popping a coin before EVERY 2 kills, not 4 or 6 even though the character sheet says the item discovery is increased I was getting fuck all. I started eating coins every time I hit the bottom step and pocks dropped about twice as often as they were.

It might be glitched or something. I used Way of the Blue most of the time because I was getting invaded a lot and don't use phantoms. I never got any help at all the entire time.

I maxed my small shards twice and almost maxed my large shards before I was done with ALL of my covenant items.
What helped me stay sane was fucking buddhist monk chanting and ASMR videos in the background otherwise I would have lost my mind if that fucker with the spear decided to put up his shield again instead of die quickly like a good boy.

Shackles are actually really fucking fun to farm depending on your SL. The lower the better. Invade in the catacombs while you're killing red-eyed skeletons for the vertebrae. Low level players tend to die in there a lot because they're unfamiliar with the traps. I got 20/30 vertebrae just by showing up and goofing around as the host or his phantoms got dookied on by enemies.
Only a couple of times was I able to cut the bridge with a fatal result
What I honestly suggest you farm first? Tongues. Getting the ring from Rosaria's Fingers is absolutely critical to enjoying PVP both giving and receiving.

Not just invaders. I used my finger and hid myself extremely well around SL180. With the ring on nobody could fucking find me because the only way they'd see me is if they could make the same jump I did.
Well, I went way of the blue beforehand so people would invade, blue boys would come to my rescue, and it just became this endless stream of invaders and sentinels fighting for my pleasure.
I also got ~500,000 souls literally lying on my back enjoying the show.

The trouble with way of the blue is that eventually people kill the boss of the area.
Once that's done, invasions there stop. People spend a LOT of time either not embered or in places they cannot be invaded. There simply aren't enough invasions to offset the amount of people that want progress in sentinels or darkmoon.
This is why I'm ALWAYS embered when I'm in a new area on all my characters and I'm always way of the blue unless I switch to sunbro for co-op. If I'm almost done with an area and I'm just about to beat the boss, I'll finger bone until I die to an invader (however long that takes).

Yeah, if you're level 40-60 with a +6/+8 weapon I got summoned every 10 seconds, then I upgraded my weapon and never got summoned there again.
