Well, the factions have gone through several apocalypses. The imperium went through a Skynet-style rise of the machines(which is the reason for the technophobia), demogod-fueled civil wars, probably a few others. Eldar partied so hard that they fucked a chaos god into existence and nearly got annihilated as a result etc. So the tech levels tends to get "reset" a lot, because whenever somebody gets too high-tech, awful things happen.
There are exceptions to this - the Dark Eldar have pretty much finished biology and live in an extra-dimensional city, the Necrons are capable of fucking with time itself, and so on

Necrons and DEldar are pretty fucking high tech. DEldar have worked out how to do all sorts of biological shit while necrons can fuck around with time itself and still have stuff like the Celestial Orrery.
Orks don't need super high tech, tau are still working on it, eldar are afraid of going too much farther because chaos (not that living materials you 'sing' to work with isn't pretty high tier), nids really don't count, and the rest are imperial based (which is actually pretty high tier but you don't get to see most of it).
