No they started making XV in 2012, Versus was a different project that had it's scraps repurposed in 2012 when they started making FFXV, also that still doesn't change the fact that they never gave a date for it thus it was never delayed from any "date" because they never gave a date until March this year.

Versus was never in active full development, in 2006 it wasn't even a game, same with 2007, 2008 and 2008, and the actual game part of Versus started up in 2010 for a few months by devs in their spare time before being put on hold from late 2010 until 2012, then they rebooted the project into FFXV and then in 2013 they internally set the 2016 release date.
